Secretary general

Mr. Moctar Coulibaly is the Secretary General of the ECOWAS Bank for Investment and Development.  He is also exercising oversight functions over the Department of Information Technology, Organization and Methods.

Prior to his appointment, he held several positions in the Bank after his employment as Head of Legal Affairs Division of the erstwhile ECOWAS Fund for Cooperation, Compensation and Development, on 4 October 1999. Subsequently, he was appointed Secretary General of the ECOWAS Regional Development Fund (ERDF) erstwhile subsidiary of EBID, and later, Director of the Corporate Affairs Division following the restructuring of the EBID Group in 2007.

He holds a Diploma from the “Ecole National d’Administration” of Mali, with major in law, and a Post graduate degree in Banking and Finance from the Paris “Institut Technique des Banque’ of the “Conservatoire National des Arts et Metiers”, in France.

Before he joined the institution, Mr. Coulibaly worked with consultancy firms in Mali, notably Hassane Barry Law Firm and Sory Makanguilé Tax Firm. He also worked briefly with Bank of Africa-Mali where he held the position of Head of Legal and Litigation Department, Head of Budget and Management Control, among others.
