Public sector
ECOWAS Member States and their public authorities and institutions are eligible for EBID funding.

Private sector
Private and similar companies may address their requests for assistance to EBID either directly or through the governments of Member States, through the Ministry in charge of Finance or the Ministry in charge of ECOWAS affairs.
