Director, Public Sector Operations Department
Mr GOA previously served as Coordinator of the Department of Public Sector Operations since January 2017 before his appointment in January 2020. He was responsible for portfolio management, business planning and interface with the States on project formulation and implementation in all sectors of the Department (Transport Infrastructure, Urban Development, Energy, Sanitation and Drinking Water, Agriculture and Rural Development, Information and Communication Technology, Health).
In charge of developing the project portfolio at the public sector, Mr GOA has contributed to quadrupling the volume of new commitments at the public sector. He coordinated high-level country dialogue meetings between the Bank and several Heads of State in the sub-region in the context of public sector project financing and resource mobilization.
Mr GOA joined the ECOWAS Bank for Investment and Development (EBID) in 2010, as Agro-economist in the Department of public sector operations, and was identified a year later by management “as a resource which the Bank could rely on for succession”. Two years later, he was appointed Head of Division Agriculture and Rural development.
In this position, he conducted several missions of identification, appraisal, supervision, project completion and having a strong impact on the improvement of the populations living conditions in the countries of the region and in all of the activity areas of the Bank.
Prior to joining the Bank, Mr GOA held a series of senior positions at the “Bureau National d’Etudes Techniques et de Développement (BNETD)”, where he served as a financial analyst of investment projects, Senior Head of Mission in the Economic and Financial Studies Department after serving as Head of Mission for Technical Control in the Audit Department.
Trained as both engineer and financial analyst, with over 18 years’ experience, he holds an engineering degree in agro-economics from Institute National Polytechnique Houphouet-Boigny of Yamoussoukro and an MBA (Finance) from the African Centre for higher studies in management (CESAG). He’s an alumni of “Lycée Scientifique de Yamoussoukro”.
He has attended extensive training in Project Planning and Monitoring, Results Based Management (RBM), Public Private Partnership, Economic and Financial analysis of project, Financial Modelling, Loan Syndication Techniques, Procurement, Project Impact Assessment, Leadership, Coaching and Mentoring, Impact fund
Mr GOA is since 2009, Financial Expert UNIDO for the Strategic Diagnosis and the Elaboration of Restructuring and Upgrading plan of enterprises. He is certified in agrifinance by the Boulder Institute for Microfinance.
In addition, Mr GOA is an associate lecturer in universities and specialized schools in the region where he teaches courses in project planning and management, financial and economic analysis of projects, monitoring and evaluation, enterprise creation and agrifinance.
Mr GOA is married to an engineer, mother of his three (3) children and his accomplice for more than 25 years.
