PROCUREMENT NOTICE
Pre-qualification for Procurement of Equipment and Services for the Modernisation, Expansion of Network and the Infrastructure of Sierra Leone Telecommunications Company Limited.

The Government of Sierra Leone has received a loan from the ECOWAS Bank for Investment and Development (EBID) through the Indian Line of Credit toward the cost of Modernisation and Expansion of SIERRATEL Network and Infrastructure Project and intends to apply a portion of this loan to eligible payments under the Contract for this assignment. The bills are limited to Indian based companies/firms.

Financing
The Procurement of Equipment and Services within the Project shall be financed through a Financial Contribution of the ECOWAS Bank for Investment and Development (EBID) through the Indian Line of Credit as well as funds from the Government of Sierra Leone,

Project Measures
The SIERRATEL project envisages the reconstruction, modernisation and extension of telecommunications infrastructure in the capital City, Freetown, and the rest of the country. The project consists of two main components:

  • Procurement and Installation of Equipment. and
  • Consultancy Services

Procurement and Installation of Equipment
The scope of work shall be a complete turnkey solution that is specified in Part II (General Technical Requirements) and Part III (Particular Technical Requirements) and includes all the following equipment and services:

  • Replacement of the switching system
  • Enhancement/Replacement of the transmission system
  • Enhancement/Replacement of key areas of subscriber line plant
  • Enhancement/Replacement of the Internet service infrastructure
  • Installation of a new management network system
  • Installation of a new management software system
  • Replacement of power supplies and air conditioning Systems
  • Systems training
  • Support logistics equipment
  • Systems design services
  • Systems installation, testing & commissioning services
  • Project management services
  • Construction of three new buildings to house switching and transmission nodes
  • Refurbishment of Buildings where Equipment will be installed
  • Construction of partition watts where required to separate areas where installed switching and transmission equipment is to be housed

The equipment offered shall:

  • be designed as far as possible on the basis of open international technology and design standards.
  • be designed to facilitate rapid fault identification
  • be designed for repair by module replacement, from a recommended spares holding where possible.
  • be new, unused, of the most recent mode) and incorporate all recent improvements in design and materials,
  • have no defect arising from design, materials or workmanship.

The SI system of units shall be used throughout the offered design, with temperatures identified in degrees Celsius.

The characteristics and performance of the equipment offered shall comply with the most recent version of the ITU-T Recommendations including Chose not explicitly identified in this Specification.

Cost of Pre-qualification Documents:
Prequalification documents may be obtained from the address below upon payment of a non­refundable fee of Two hundred United States Dollars (US$200.00) or equivalent in local currency. If requested, the documents will be promptly dispatched by Courier, but no liability can be accepted for loss or lace delivery. All such delivery costs shall be borne by the potential bidder.

Submission of Pre-qualification Documents:
The prequalification documents must be duly completed and delivered to the address below on or before Monday 281, August 2009 at 12: Noon. Documents which are received lace may be rejected and returned unopened.

Limitation
The Employer reserves the right to:

  • amend the scope and value of any contract(s) to be bid, in which event only Chose pre­qualified applicants who meet the amended requirements will be invited to bid for the contract(s).
  • reject or accept any application; and
  • cancel the prequalification process and reject ail applications.

The Employer shall neither be liable nor be under any obligation to inform the applicant of the grounds for such action.
