Pumping equipment, borehole workshops and Technical Equipment procurement Project (PAMAF) in Senegal

This call for bid arises out from the General Procurement Notice published the daily newspaper “le Soleil” published as of January 20th, 2009.

The ECOWAS Bank for Investment and Development (EBID) granted a loan to the Government of Senegal for the procurement of pumping equipment, borehole units, logistics and technical material. On share of the loan amount is intended to be used for the payments to be made on account of the contract relating to this present call for bids.

The Division of Exploitation and Maintenance under the Ministry of Urbanism, Habitat, Hydraulics and Sanitation requires eligible candidates meeting the qualifying condition s required for the supply of the equipment to submit sealed bids; This equipment includes two (2) different lots:

Lot 1: 250 complete sets of pumping systems (Supply and Installation of Generator sets and electrically driven pump)
Lot 2: 06 complete sets of borehole workshops and miscellaneous technical equipment

Contract award shall be conducted through Open call for bids as stipulated in the Public Contracts Code inviting Indian companies specialized in borehole workshops and pumping equipment’s supply. The qualifying conditions applying to the candidates are as follows:

Financial capacity
Candidates have to show written evidences of their meeting the following requirements:

• A Certificate of no bankruptcy or no adjudication of bankruptcy issued by the relevant authority;
• A letter of commitment by a Financing Institution to stand as the intended set surety bond
• The contract of suretyship to cover the bid
• Documents to certify of a minimum annual turnovers of:
  • Lot 1 : Eighty millions (80,000,000) FCFA ;
  • Lot 2: Forty millions (40,000,000) FCFA.

Technical capacity and experience
Candidates are required to give evidences of their meeting the requested technical capacity below using supporting documents:

• List of equipment belonging to the company
• Certificate to show availability of after sale services

Candidates are required to show evidences of their meeting the below experience requirements:

• List of similar services
• Qualification and experience of the staff

Candidates are required to show written evidence that their proposed supplies meet the prescribed usage conditions (see tender documents for details).

 Delayed bids shall not be received. The bids shall be open in the presence of the representatives of the candidates at the address below:

Bidders are informed that they are required to submit a bid security valid for 120 days for an amount of:

• Thirty-two millions (32,000,000) FCFA for lot 1 ;
• Fifteen millions (15,000,000) FCFA for lot 2 ;
